Pharmaceuticals Policy 2016

Objective

The Odisha Pharmaceuticals Policy 2016 aims at transforming Odisha into an attractive destination for private sector pharmaceutical investments and encourage environment friendly manufacturing practices followed by Industrial units in Pharmaceutical sectors.

Pharmaceutical Cluster

Grant of up to 50% of the infrastructure cost with a ceiling of Rs.10 crore per park or cluster for developers of green field Pharmaceutical Cluster. In case of upgradation of the existing parks/clusters the government will provide a similar support of 50% of the total cost with a ceiling of Rs.5 crore provided the park/estate/cluster is user-managed.

For adopting zero effluent/waste water discharge facilities (Common Effluent Treatment Plant, Incinerator etc.), additional environmental protection infrastructure subsidy of Rs.2 crore or 50% of cost of such common facilities which ever is less.

Fiscal incentives

An investor may choose a particular provision from either this policy or any other policy, but not both.

Pharmaceutical Cluster
  • 50% of the infrastructure cost as grant for clusters up to Rs. 10 crore per park/cluster
  • 50% up to Rs. 5 crore for upgradation of existing park/cluster
Classification of Industries
  • A0 - Situated in A districts as per IPR, and with investment more than Rs. 20 crore with minimum employment of 80
  • B0 - Situated in B districts as per IPR, and with investment more than Rs. 10 crore with minimum employment of 40
Capital Subsidy
  • For A0/B0 – 10% of cost of plant and machinery
Energy
  • Committed 24*7 power
  • Dedicated industrial feeders
Environmental Protection Infrastructure Subsidy
  • Rs. 50 lakh or 20% of capital cost, whichever is less, for adopting zero effluent/waste water discharge units
Government procurement
  • For units with minimum Rs. 10 core investment within the state, minimum years of operations/experience and minimum turnover prequalification for Govt procurement to be waived off for 3 years
