Health Care Investment Promotion Policy 2016

Objective

The Healthcare Investment Promotion Policy 2016 aims at ensuring delivery of quality healthcare services in the priority districts of the State at resonable costs. The policy promotes establishment of healthcare institutions for best-in-class infrastructure and technology in healthcare delivery in the priority districts.

Priority Districts

Bolangir, Boudh, Gajapati, Kalahandi, Kandhamal, Koraput, Malkangiri, Nawarangapur, Nuapada, Rayagada, Sonepur

Eligible Hospital Projects

Grade '1' Hospitals under 100 beds
Grade '2' Hospitals 101 - 200 beds
Grade '3' Hospitals 201 - 300 beds
Grade '4' Hospitals 301 - 400 beds
Grade '5' Hospitals 401 - 500 beds
Grade '6' and above For every additional 100 beds above 500, the Hospital will qualify for the next higher Grade

Minimum requisite number of doctors and support staff for each grade will be as per the Indian Public Health Standards (IPHS) guidelines

Incentives

  • Single window clearance system with a clear timelines for project approvals and guidance
  • Online system for submission of application forms for various clearances and tracking of the application

Ease of Doing Business

An investor may choose a particular provision from either this policy or any other policy, but not both.

Financial Incentives
Capital Subsidy
  • 30% up to Rs. 10 crore for Grade 1 (minimum 50 beds)
  • Additional ceiling of Rs. 5 crore for higher grade
  • For expansion of units into multi-specialty hospital or a super specialty hospital with 50% additional beds and at least 100 beds existing
Land
  • Priority land allocation at concessional rates as per IPR 2015
